Primary Purpose:
Direct and manage district career and technology education programs and facilities to meet student needs. Direct and manage as well as Serve as instructional leader in development and improvement of instructional programs in career and technology education, as well as college, career and military readiness. (CCMR)
Qualifications:
Education/Certification:
Master's degree with emphasis in education or career and technology Texas Mid-management and/or Principal certificate Valid Texas teaching certificate
Special Knowledge/Skills:
Working knowledge of federal and state code governing career and technology education Ability to manage budget and personnel Ability to coordinate district function Ability to implement policy and procedures Ability to interpret data Strong organizational, communication, public relations, and interpersonal skills
Experience:
Three years successful teaching experience as a fully certified teacher
Major Responsibilities and Duties:
Instructional Management
1. Oversee the development and delivery of CTE and CCMR programs that incorporatedistrict goals and support student achievement.
2. Ensure that student progress is evaluated on a regular, systematic basis, and that findings are used to make career and technology program more effective.
3. Monitor and reevaluate career and technical education programs on an ongoing basis using input from community employers, teachers and principals, applied research and student data to determine effectiveness and improve outcome. Recommend changes and adjustments to the program where appropriate to meet changing job markets, student, and community needs.
4. Facilitate planning and application of technologies in career and technology education programs. Ensure that necessary time, resources, materials, and technology to support accomplishment of education goals are available. Collaborate with faculty/staff in identifying, defining, and solving instruction related problems.
5. Encourage and support development of innovative instructional programs, helping teachers pilot such efforts when appropriate.
6. Plan the necessary time, resources, and materials to support subordinates in accomplishing educational goals. Actively support the efforts of others to achieve district goals and objectives and campus performance objectives (academic excellence indicators).
7. Obtain and use evaluative findings (including student achievement data) to gauge program effectiveness.
8. Ensure that curriculum renewal is continuous and responsive to student needs.
9. Provide career exploration and awareness resources and testing materials to all campuses.
10. Support staff to actively promote the program.
11. Serve on state and local committees including School-to-Work committees. Participatein the district-level decision-making process to establish and review the district’s goals and objectives related to instructional programs.
12. Establish student admission criteria for each career and technology program.
13. Identify and define local job opportunities for students. Develop and maintain effective partnershipswith employers in the community to provide program enhancements and on-the -job training opportunities for career and technical education students.
14. Monitor course enrollment for all CTE classes on a regular basis.
15. Monitor safety of instructional facilities for Trade & Industry: Assume responsibility for career and technology education facilities and coordinate needed repairs and maintenance.
16. Gather, review and analyze verify data relation to generated weighted funding received.
17. Interpret PEIMS data and the accuracy of reports for accountability and funding as it relates to CTE, and CCMR.
18. Understand CTE section of Student Attendance Accounting Handbook as it applies to funding and accountability and verify compliance as it applies to CTE and CCMR.
19. Programs of Study
• Advising implantation of state determined Programs of Study as mandated by TEA
• Reviewing and evaluating current courses and their effectiveness in the appropriate Program of Study and providing information to high school administration and counselors for course offering determination
• Monitoring student participation in current POS and student status as Concentrator or Completer as a requirement for Perkins funding.
• Introduce and provide information and education for counselors, teachers and appropriate administrators on Programs of Study and future offering planning
• In collaboration with principal and teachers determine future goals for certification attainment for current Programs of Study
Student Management
16. Track and monitor CCMR accountability and student attainment.
17. Certification tracking and required information submission to TEA for Certification Reimbursement
• Implemented process for teachers to report certifications with all information needed
• Work with PEIMS coordinator to enter the certification data into PEIMS and then verifying the proper codes.
• Prepare and submit TEA required reports for certification costs reimbursement (HB3)
18. District Representative and manager for CTE related contracts.
19. Implement district student-management policies, communicate expected student behavior related to career and technology programs and ensure enforcement of the Student Code of Conduct and the student handbook.
20. Establish and maintain open lines of communication by conducting conferences on vital issues with parents,students, and teachers.
21. Practicums – ensure all needs are met and safety/security measures in place. (insurance, travel, required equipment)
Policy, Reports, and Law
22. Recommend sound policies directed to improve program.
23. Implement the policies established by federal and state law, State Board of Education ru]e, and localboard policy in area of career and technology education.
24. Compile, maintain, file, and present all physical and computerized reports, records, and other documents required.
25. Supervise the PEIMS coding of students enrolled in Career & Technical Education courses at the as of date.
26. Review course codes, master schedule and course catalog to ensure all CTE courses are correctly coded and labeled to the PEIMS Data Standards Code Table C022
27. Verify CTE teacher certification and teacher assignment.
28. Responsible for monitoring TEA updates and communications for changes in policy and requirements as it relates to CTE. Attend any CTE related TEA update offerings. At Region 20
29. As part of membership in the CTE/Region 20 Cooperative, attend CTE directors/coordinators quarterly meetings at Region 20
30. Creating literature and information for publication and for counselors, students and parents explaining Programs of Study, certification opportunities, CTSO participation and opportunities.
31. Maintain and update district CTE webpage
32. Maintain and update CTE social media (Facebook and Instagram)
33. Created and maintain CTE teacher resource website for forms, resources, TEA information, etc.
Budget and Inventory
34. Administer the career and technology budget and ensure that programs are cost effective and thatfunds are managed prudently.
35. Approve travel for professional development and student competitions based on availability of funds.
36. Compile budgets and cost estimates based on documented program needs.
37. Maintain a current CTE inventory of supplies and equipment and recommend the disposal and replacementof equipment when necessary.
38. Approve and forward purchase orders for department to accounting department.
39. Administer the CTE district budget, Perkins grant, CCMR Bonus Allotment and other grants to ensure that programs are cost effective and that funds are managed prudently.
40. Compile district, federal and grant budgets and cost estimates based on program need.
41. CCMR State Bonus allotment (all campuses)
42. Certification Exam Reimbursement (HB3 Summary of Finances)- I manage and prepare and submit all TEA required documentation for the Certification Exam Reimbursement. This includes verifying exam codes, vendor codes, and exam costs.
43. College Prep Exam Reimbursement (HB3 Summary of Finances)- Preparing all submissions for TSIA ready exam reimbursement
44. Review and monitor Summary of Finances report and work with business office to make appropriate adjustments.
45. Verify salary budget coding on CTE teachers is accurate for 100% CTE or split if not.
46. Verify required state minimum spending with Director of Business operations
Personnel Management
47. Prepare, review, and revise job descriptions of career and technology department.
48. Develop training options and/or improvement plans to ensure operation of career and technology education department. Plan and provide staff development for Career and Technical Education teachers that supports instructional programs, incorporates input from teachers and principals., and is consistent with the district's mission.
49. Evaluate job performance of employees to ensure effectiveness. Observe classroom instruction and provide feedback and assistance to Career & Technical Education teachers to facilitate instructional improvement and innovation.
50. Participate in recruitment, selection, and training of personnel. Make sound recommendations about personnel placement, transfer, retention, discipline, and dismissal.
51. Identify, involve and motivate personnel to achieve district and program goals.
52. Comply with personnel policies, statutes, and rules and follow appropriate protocol in communicatingwith district personnel.
53. Communicates expectations and delegates appropriate responsibilities.
Communication and Community Support
34. Assist students, parents, and teachers with career, college, and scholarship information.
35. Recruit employers and businesses to provide learning experience to students and provide assistance as necessary.
36. Articulate the district's mission and goals in career and technology education to community and solicit its support in realizing mission.
37. Demonstrate awareness of district-community needs and initiate activities to meet those needs.
38. Use appropriate and effective techniques to encourage community and parent involvement. Establish and maintain a professional relationship and open communication with principals, teachers, staff, parents and community members.
Supervisory Responsibilities:
Supervise and evaluate the performance of instructional staff, aides, and support staff.
Working Conditions:
